Beginning in 2025, drivers who fail to meet English proficiency standards can once again be placed out of service, creating additional compliance responsibilities for carriers and potentially further tightening an already constrained labor market. The FMCSA has also launched Motus, a modernized USDOT registration platform designed to improve identity verification, prevent fraud and provide stronger oversight of motor carriers, brokers and freight forwarders. While the transition to Motus is intended to improve the industry over the long term, it also introduces new administrative requirements and places greater emphasis on maintaining accurate registration, insurance and company information. The system reflects a broader industry trend toward tighter verification standards and stronger protections against fraudulent actors.
